In (6) on '48 the Governor submitted

a draft Bill on the establishment of a Public Services Commission. This formed the subject of correspondence between Hong Kong and ourselves (see particularly the enclosure to (2),(4),(11) and (12) on '49). As a result of this correspondence à number of amendments to the original Bill were agreed upon and these are included in the revised Bill which the Governor has submitted in (3) opposite.

I have marked on the copy of the revised Bill in (3) opposite the origin of the various Clauses which seem to me accurately to represent the decisions reached, on the basis of the original Bill, in the correspondence at (2), (4), (11) and (12)' on '49.
